On September 29, 21 ministries and commissions including the National Development and Reform Commission, the Ministry of Education, the Ministry of Science and Technology, and the Ministry of Industry and Information Technology jointly issued the Action Plan for Promoting the High-Quality Development of Health Industry (2019-2022) (hereinafter referred to as the “Programme of Action” "), proposed to implement 10 major projects around key areas and key links.

In the "Internet + Medical Health" upgrading project, the "Programme of Action" proposes to accelerate the development of "Internet + medical care" and actively develop "Internet + drug circulation."

Accelerate the development of "Internet + medical"

Support the independent establishment of Internet hospitals by physical medical institutions, standardize the development of Internet diagnosis and treatment activities, improve the accessibility of quality medical services, actively develop Internet health consultation and health management services, and promote the integration of online and offline services.

With high-level hospitals as the core, we will speed up the establishment of telemedicine networks and platforms, improve the coverage of remote consultation, remote imaging and remote pathology for grassroots, remote and underdeveloped areas, and improve related payment mechanisms.

Relying on the "Internet +" implementation to further improve the medical service action plan, to improve the medical experience as the center, the application of the Internet, Internet of Things technology to optimize the hospital service process, comprehensively realize the time-based appointment diagnosis and treatment, the regional inspection results mutual recognition, and gradually promote intelligent guidance Medical triage, exempt (less) queuing waiting for and taking medicine, mobile payment settlement, automatic inspection results, smart Chinese pharmacy and other services.

Actively develop "Internet + drug circulation"

Establish a cooperation platform for pharmaceutical circulation enterprises, medical institutions, and e-commerce enterprises, and promote the application of cloud computing, big data, mobile Internet, and Internet of Things technologies in drug circulation, simplify the circulation level, optimize the circulation network, and improve the symmetry and transparency of supply and demand information. .

Establish channels for Internet medical treatment prescription information and drug retail consumption information to be interconnected and shared in real time, and support third-party distribution of prescription drugs online.

Accelerate the development of pharmaceutical e-commerce, and provide services such as “net-order (pharmaceutical) store acquisition” and “net-order (medicine) store delivery”.
